If you’re planning a new life in Italy, one of the first administrative requirements you will encounter is the codice fiscale. This is an essential personal identifier used throughout the Italian legal and administrative system. Without it, you’ll find it impossible to register a rental contract or complete many everyday formalities connected to living in Italy.
1. What Is a Codice Fiscale?
The codice fiscale (CF) is a personal tax identification code issued by the Italian tax authority (Agenzia delle Entrate).
2. Who Needs a Codice Fiscale?
The short answer is “everyone”. Italian law requires a CF for anyone who carries out acts that create legal, contractual, or administrative obligations in Italy, including foreign nationals. This means you’ll need it for all your administrative dealings in Italy, such as opening a bank account, registering with a doctor, accessing public services, applying for residency, signing an employment or rental contract, buying a car or scooter… it’s a fundamental part of life in Italy.
3. Why You Need a Codice Fiscale to Buy or Rent in Rome
Signing a deed of sale
A deed of sale (atto di compravendita, or rogito) for a property must identify all parties by their CF. In contrast, if you’re still waiting for your CF to come through and you need to secure accommodation quickly, you can sign a rental agreement (contratto di locazione) by providing another form of identification, such as your passport. However, you will still need the CF when it comes to…
Registering the lease
Residential leases must be registered using the RLI model, which requires the CF of all parties.
4. How to Get a Codice Fiscale
In Italy
First-time applications must be made in person at an Agenzia delle Entrate office. Residency is not required, and you may apply at any territorial office. Procedures are conducted in Italian, and you will need to bring valid ID (such as your passport). Some offices require advance booking.
From abroad
If you are not yet in Italy, you can request a CF through an Italian consulate or embassy before arrival.
Can you apply online?
First-time applicants cannot realistically ask for a CF online. Access to the Agenzia delle Entrate’s online services requires a digital identity (such as SPID or CIE), which in turn requires a CF. In practice, this means online services are only available to people who already have a CF.
While you may come across online CF generators, these only predict what your CF is likely to be, based on your personal data. They do not issue a valid CF, nor register it with the Italian authorities.
5. Common Misunderstandings
A codice fiscale is not proof of residency and does not replace a visa or residence permit.
